Trump Threatened to Annex Greenland, Take the Panama Canal, and Make Canada the 51st State.

In the weeks surrounding his second inauguration, Trump made a series of territorial demands against American allies that had no precedent in post-World War II US foreign policy. He said the US needed to "get" Greenland — a Danish autonomous territory — and refused to rule out military or economic force to acquire it. He said the US needed to retake the Panama Canal, which the US transferred to Panamanian sovereignty in 1999 per a treaty. He said Canada should become the 51st state of the United States, to be achieved through "economic force." These were not offhand comments. They were repeated, confirmed, and defended by the White House.

Greenland is an autonomous territory of Denmark — a NATO ally. Its roughly 56,000 residents are Danish citizens. The island has strategic Arctic importance, including proximity to northern military routes and rare earth mineral deposits. Trump first proposed purchasing Greenland in 2019, was rebuffed, and canceled a planned state visit to Denmark in anger. In late 2024 and early 2025, he escalated: sending his son Donald Trump Jr. to Greenland on what was described as an "unofficial visit," declaring that the US "needed" Greenland, and when asked at a press conference whether he would rule out military or economic force to acquire it, saying he would not rule it out.

The Panama Canal was built by the United States between 1904 and 1914 on land leased from Panama. It was transferred to full Panamanian sovereignty on December 31, 1999, per the Torrijos-Carter Treaties signed in 1977. Panama has operated it since. Trump claimed — without evidence — that China was "running" the Panama Canal (Panama operates it; a Hong Kong company holds port concessions at either end, which is different). He said the US needed to "get it back." Panama's president flatly rejected the claim. The canal is not available for purchase or seizure.

On Canada, Trump repeatedly called Prime Minister Justin Trudeau "Governor Trudeau," referring to him as the governor of "the great state of Canada." He imposed 25% tariffs on Canadian goods — Canada's largest trading relationship is with the United States, and the tariffs hit Canadian industries hard. He said Canada would become the 51st state through "economic force." Canada is a sovereign nation of 40 million people with its own constitution, parliament, military, and international relationships. It is not available for annexation.
